WAIMEA REGIONAL SAFETY STUDY Planning and Environment Linkages Report The State of Hawaii, Department of Transportation (HDOT), Highways Division conducted a Planning and Environment Linkages (PEL) study for the Waimea Regional Safety Project, previously called the Kawaihae Mini-Bypass Project. A total of seven (7) community meetings and one (1) walk audit were held between October 2018 and August 2019. SSFM has prepared a PEL Report to document the PEL process and the recommended alternatives.
